Rayna O'Dell
Board Chair
Rayna has served as Board Chairman of the Jackson County Community Foundation since January 2020. She has been active with the foundation since 2006, serving as Marketing Chairman for several years, board member and board secretary. Rayna has over 35 years in the banking industry, retiring from WesBanco Bank as Vice President Business Development and Banking Center Manager of the Ravenswood, WV office.
Rayna attended Morris Harvey College and is a graduate of the West Virginia Bankers Association School of Banking. Rayna also serves as President of the Jackson General Hospital Foundation, Secretary to the Jackson County Development Authority, secretary/treasurer of the Jackson County Chamber of Commerce and a board member of WVUP Foundation.
Rayna has been married to her husband, Jodie, for 42 years. They have one son and three granddaughters. Rayna attends the First United Methodist Church in Ravenswood, WV.
Floyd Bowlby
Vice Chairman & Investment Committee Chair
Floyd Bowlby is currently the managing partner of a timberland holding company, Natural Steam Energy, LLC. He was formerly a member of the Board of Directors and Director of Marketing and Sales for Burke Parsons and Bowlby, a forest product company with a corporate office in Ripley, WV and wood treating plants in four States.
Floyd grew up in Spencer, WV, and graduated from Spencer High School. He then attended West Virginia University, receiving a Bachelor of Science in Forestry and a Master of Business Administration.
Floyd is on the Board of Directors of Roane General Hospital serving on their Executive committee. Floyd has been involved in the Jackson County community as a Cub Scout leader, a youth basketball coach, and served as the Ripley High School Band Booster President.
Floyd lives in Ripley, WV with his wife, Jeanette, and they have 2 children, Maggie and Matt.
Roy August
Vice Chairman
Roy grew up in Avon, Connecticut, and attended the University of Connecticut and majored in English and minored in Education before moving to West Virginia in 1975. Roy has been involved in the formation of the Jackson County Soccer League, Jackson County Home Builders Association, Youth Basketball at Gilmore, and numerous PAC groups.
Roy Lives in Ravenswood with his wife Blue August where they raised the three boys, Travis, Justin, and Forrest.
Jenny Parsons
Board Treasurer
Jenny has over 25 years of banking experience at Huntington, Truist, and United Bank. She is the Treasury Management Area Sales Manager and Senior Vice President for Huntington Bank in the West Virginia region. Previously she was the Operations Manager for Huntington and Truist for Treasury and Check Processing. Jenny is also a graduate of the West Virginia School of Banking and has a Masters in the Banking Program, and also an instructor in the program for WV Bankers .
Jenny is active in the Community, she currently serves as President of the Thomas Health Care Foundation , and also on the Board of Directors for Thomas Health Care ( WVU). Jenny serves as Vice Chairman for the Salvation Army in the WV region,and is on the Finance Board of the Black Diamond Girl Scout Council. Jenny lives with husband Ralph in Ripley, and they attend Calvary United Methodist Church in Ripley, she serves as the Worship Leader.
Stephanie McCoy
Board Secretary
Stephanie McCoy is the President and CEO of Jackson General Hospital, a not-for-profit 25-bed Critical Access Hospital founded in 1964 by the Community Health Association proudly serving Jackson and surrounding counties for over 55 years. As a Nurse for more than 30 years, she has diverse experience having worked as a Med-Surg Nurse, Critical Care Nurse, Medical and Vocational Rehab Counselor, Utilization Review/Case Management Nurse and Director, Long Term Care Facility Director, Director of Home Health, and Hospital Executive Leadership roles as Chief Operating Officer and Chief Executive Officer.
Coming from the state of Ohio, Stephanie describes herself as a “transplant that has become an implant” to Jackson County. She is married to local businessman (they are owners of IDK Investments & 21 Country Market, Inc.), Jeff McCoy, and they have two adult sons, Jeffrey and Caleb. Jeffrey is married to Cassi (Hayhurst) McCoy and they have two sons, Cade and Jacob. Caleb is married to Cara (Smith) McCoy and they have three sons, Maddox, Miller, and AJ, and one daughter, Caroline.
Stephanie is a member of the Ripley Rotary Club, the WV Hospital Association, and a board member of the Jackson County Community Foundation serving as secretary, a board member of the Jackson County Chamber of Commerce, a board member of the Jackson County Development Authority, and she serves on the Board of Governors for WVU-Parkersburg. Stephanie is a Christian and regularly attends North Bend Church in Mason WV. Her favorite pastimes are grandchildren/family and her hobbies include cooking, making ice cream, “prepping” and “farming” (120-acre hobby farm raising chickens, cows and pigs). She and her husband reside in Cottageville.
Will Hosaflook
Board Member
Will Hosaflook has been a professional educator in West Virginia for 22 years. Currently, he is the Superintendent of Jackson County Schools in Jackson County WV, a district serving over 4,000 students and 12 schools.
Prior to his current position, he was an AP Psychology and World History teacher – an Asst. Principal – a High School Principal and the Wood County Schools Superintendent. Combined with high expectations and a rigorous course framework, he continues to promote public education throughout the state as a driving force behind change. He has served as a JCCF board member since the inception of the organization.
Ron Waybright
Board Member
Ron Waybright, along with his wife Connie, own Waybright Funeral Home in Ripley.
They are the proud parents of Kelsey Waybright McMillan and her Husband, John Martin McMillan of Morgantown and Kasey Waybright and his wife, Payton Whitt Waybright of Ripley.
Ron is a 1980 graduate of Ripley High School and attended West Virginia State University on a football scholarship studying Architectural Technology. He graduated from the Cincinnati College of Mortuary Science in 1985. While at CCMS he served as his Class Representative. He is a licensed Funeral Director and Embalmer in the States of West Virginia and Ohio.
Ron has been active in his community by coaching various youth sports, Past Chair of Main Street Ripley, President of the Bernice Pickens Parsons Foundation, a member and Past President of the Jackson County Airport Authority, Past President of the Ripley High School Alumni Association, Past President of Ripley Rotary Club, Board of Directors and President at Green Hills Country Club, and Past District President and District Governor of West Virginia Funeral Directors Association District One. Ron has served on the WVFDA Legislative Committee and was awarded the President’s Award in 1999. He also serves the City of Ripley on the Building Commission and the City Police Commission.
In June of 2018, Ron was appointed by Governor Jim Justice to the West Virginia Board of Funeral Service Examiners and serves the Board on the Complaint Committee.
Ron enjoys golfing and in 2013 qualified to play in the West Virginia Amateur Tournament. He has a passion for being outdoors and hunting, especially bow hunting and loves taking to the air where he has been a licensed Private Pilot for over 25 years.
Brock Stotts
Board Member
Brock was born and raised in Ripley, WV, graduated from Ripley High School and still lives in Jackson County.
Brock graduated Summa Cum Laude with a B.S. in Business Administration from Fairmont State University and earned a J.D. from the West Virginia University College of Law. Brock is currently a lawyer with the law firm of Goodwin & Goodwin, LLP with offices located in Ripley & Charleston, West Virginia.
In his free time, he enjoys hunting, fishing, working outside, and spending time with his son Beckett and his dog “Smokes.”
Rodd Hartley
Board Member
Rodd was born in Ravenswood, WV and graduated from Ravenswood High School. He is an Eagle Scout. Rodd attended West Virginia Wesleyan College and graduated with a B.S. of Science majoring in Marketing. He also is a graduate of Leadership West Virginia.
Rodd has lived most of his life in Jackson County. He has been a member of various clubs in the county and has served as a Board of Director member of several local organizations. Rodd is the President and CEO of Hartley Oil Company, Inc. in Ravenswood, WV. Hartley Oil is a privately held / family-owned company that recently celebrated its 75th Anniversary.
Rodd lives in Fairplain; and, is married to Ann M. Hartley. They have three children – Makenzie, Addison, & Ayden.
Steve Westfall
Board Member
Steve Westfall was Born in Gassaway, WV, and graduated from Braxton County High School. Steve went on to attend Glenville State College and graduated with a BS degree in Education.
Steve has been a long-time member of the Ripley Rotary Club, and a member of the Board of Directors of Jackson County General Hospital. Steve is a member of the Jackson County CHAMBER OF Commerce and has been a member of the West Virginia Legislature for the past 12 years. Steve has been a member of our JCCF Board of Directors since 2024.
Steve has been a small business owner in Ripley, WV since 1980, and is currently the owner/agent of State Farm Insurance. Steve is married to Libby Westfall and has 5 children.
Dick Waybright
Board Member
Dick is an active member of Calvary United Methodist Church, the Jackson County Chamber of Commerce and President of the Jackson County Farm Bureau. He is a Director Emeritus of the Jackson County General Hospital Board. Dick has been recognized as a West Virginia 4-H All-Star, an Honorary member of the WV Future Farmers of America, and an inductee in the WV Agriculture and Forestry Hall of Fame. He is currently serving in his 14th year as Jackson County Commissioner.
Dick lives in Sandyville with his wife, Linda Waybright. they have 2 daughters and 4 grandchildren. Dick has served 4 terms on the JCCF Board of Directors.
Stephani Vealey
Executive Director
Stephani is a graduate of Ripley High School and brings over 30 years of experience in nonprofit management and employee development to her role as Executive Director for JCCF, Inc. She is a passionate advocate for social change and a dedicated professional with a strong commitment to positively impacting the community.
Stephani joined Kanawha Valley Senior Services (KVSS) in 2002 as the Executive Assistant Director and was later promoted to the Interim Director’s position. Stephani was able to build collaborative partnerships and relationships with community leaders which resulted in successful fundraising campaigns, and increased community outreach for the organization. Stephani left KVSS in 2012 to join MedExpress Urgent Care as a Center Manager I and worked her way up to a Center Manager II (at times managing 3 locations) before leaving to join JCCF, Inc. in August of 2023.
Stephani is married to Jeff Vealey and lives in Kenna, WV. She has one daughter, Chelsea and two grandchildren who live in Ripley. Stephani is a member of Grasslick Baptist Church and is active with the Activities Committee and Community Outreach opportunities.
Jessica Piatt
Program Manager
Jessica has lived in Jackson County for 8 years, and is originally from Raleigh County WV where she graduated from Marsh Fork High School. While still in high school Jessica enlisted in the WV Army National Guard, serving 7 years/2 years active duty while obtaining a Bachelor’s degree in Business Management with a Minor in Marketing from WVU Institute of Technology.
Jessica joined the Community Foundation of Jackson County in April of 2021 and her background prior to JCCF was in HR, Management, Sales, Marketing, TV, & Radio.
Jessica is married with 3 children (a son and twin daughters) who attend Ripley Elementary School in Jackson Co. She and her family enjoy coaching & playing soccer, basketball, gymnastics, and anything outdoors.
